Variable Strobe Kit

I've been trying to get back into electronics some and have been busy off and on the last few days trying to figure out why this "Variable Strobe Kit" I bought for $7.50 from Allelectronics.com isn't working. I get the neon lamp to light up, photo capacitor gets charged up to like 200-250v, but no strobe unless I manually poke around at things with my multimeter & somehow affect the voltage enough over the neon lamp to allow current to pass through.

Still have yet to figure it out, but that should explain my lack of posts at least within the last few days. The good part of the kit not working right away is it's forcing me to learn more about strobe lights, oscillators & how the components should be working. Bad part is there's very little information on the kit & the instructions had enough errors in them as it was.. oh and that you're playing with something that could potentially give you a very nice zap because of how much voltage the strobe requires.

Kinda amazing some dinky $7.50 kit can cause so much trouble :)
